Denna kvalitativa undersökning syftar till att åskådliggöra socialsekreterares upplevelser av sina förutsättningar att tillgodose delaktighet i form av anpassningar i möten när det gäller barn med funktionsnedsättningar som påverkar deras kommunikativa förmåga. Undersökningen utgår från intervjuer med nio socialsekreterare, och genom dessa får vi inblick i deras syn på arbetet med att delaktiggöra barn där det föreligger kommunikativa utmaningar. Empirin som samlats in analyseras sedan med hjälp av Shiers delkatighetsmodell och Johanssons teori som är en vidareutveckling, applicerad på svensk kontext, av Lipskys Street level bureaucracy.

Det framkommer att det bland informanterna förekommer en vilja att delaktiggöra barnet, men att detta inte står i relation till den upplevda förmågan att göra detta i möten där barnets kommunikativa utmaningar sätter gränser. Informanterna upplever olika nivåer av utbildning, erfarenhet förvärvad kunskap, men även olika nivåer av organisatoriskt stöd i arbetet och i den kompetensutveckling de ges möjlighet till.

Kring detta framkommer även att informanterna ser sina egna behov av kompetenshöjning på olika sätt. Vissa önskar specifik kunskap kring metoder att använda för att tillmötesgå målgruppens behov, medan andra menar att sådan specialistkunskap bättre kan inhämtas från andra som arbetar med dessa metoder, eller från de som känner barnet bättre.

I samtalen förmedlas även en upplevelse av andra organisatoriska förutsättningar som blir till begränsningar i socialsekreterarnas dagliga möten med klientgruppen och som minskar möjligheten till att uppnå delaktighet. Även begreppet delaktighet diskuteras utifrån oklarhet kring dess egentliga innebörd och vilka effekter den vaga förståelse för begreppet resulterar i.

Slutsatser som dras är kopplade till behovet av ökad kunskap hos socialsekreterarna och på vilket sätt organisationen behöver vara stöttande i det. I nuläget framstår det som att kompetensnivån avgörs av individuella intressen för målgruppen, och deras förmåga till engagemang.  

This qualitative study aims to illustrate social workers' experiences of their conditions for ensuring participation through adaptations in meetings with children who have disabilities affecting their communicative abilities. The study is based on interviews with nine social workers, offering insights into how they perceive their efforts to involve children facing communicative challenges. The collected empirical data is analyzed using Shier’s participation model and Johansson’s theory, which is a further development, adapted to the Swedish context, of Lipsky’s Street-Level Bureaucracy. 

The findings indicate that while there is a willingness among social workers to involve the child, this willingness does not align with their perceived ability to do so in meetings where the child's communicative limitations set boundaries. The social workers report varying levels of education, acquired experience, and organizational support in their work and in the professional development opportunities available to them. 

It also emerges that the interviewed social workers perceive their own needs for increased competence in different ways. Some explicitly wish for specific knowledge about methods to meet the needs of these children, while others believe that such specialized knowledge is better sourced from those already working with these methods or from individuals who know the child better. 

The conversations also reflect a perception of other organizational conditions that act as limitations in the social workers' daily interactions with this client group, thereby reducing the possibilities for achieving participation. Furthermore, the concept of participation is discussed in terms of the ambiguity surrounding its actual meaning and the consequences of the vague understanding of the concept. 

The conclusions drawn point to the need for increased knowledge among social workers and how the organization must support this. At present, the level of competence appears to be determined by individual interest in the target group and their capacity for engagement.
