Abstract [en]

This study aims to investigate social secretary's challenges and experiences of working with childrenand young people in criminal environments. Furthermore, this study investigates how social secretary's experience their professional role and what their views are on the future work with this target group.

The study has a qualitative approach that is further based on eight semi-structured interviews with social secretary's in the Stockholm area that works with children and young people in criminal environments. The empirical material was processed through a thematic analysis and further analyzed using Lipskys theory of Street-Level Bureaucracy.

The content of our study shows that the condition of work that our informants experience is highly embossed of complexity, where the motivational task is significantly hindered by the target groups lacking self-awareness and consequence thinking. Criminality is often seen as a symptom of other social problematics where the professionals time and resources are limited which constitutes an obstacle when it comes to manage the overall picture of an individual. Additionally, the study shows that the social services efforts lately has decreased efficiency. The professional work includes a large individual responsibility in balancing the frameworks and rules with the discretion given unto them. Moreover, it appears that time is a limited resource when it comes to relationship building which on the other hand plays a crucial role in the outcome of work.

In conclusion the study highlights that the new legal changes perceive as disruptive in a sense that the repressive laws are being criticized by the informants, however the new Social Service Act with a preventive emphasis is more preferable to the social secretary's in this study. Based on this our informants asks for clearer directives, an upgraded framework and also expanded competes to meet the target groups continuing needs and future demands.

Denna studie syftar till att undersöka socialsekreterares utmaningar och upplevelser av sitt arbete med barn och unga i kriminella miljöer. Studien syftar även till att undersöka hur socialsekreterare upplever sin professionella roll och hur de ser på det framtida arbetet med målgruppen.

Studien har en kvalitativ ansats och bygger på åtta semistrukturerade intervjuer med socialsekreterare i Stockholmsområdet som arbetar med barn och unga i kriminella miljöer. Det empiriska materialet bearbetades med en tematisk innehållsanalys och analyserades vidare utifrån Lipskys teori om Gräsrotsbyråkrati.

Studien visar att socialsekreterare upplever att arbetet med målgruppen präglas av hög grad avkomplexitet, där motivationsarbetet påtagligt försvåras av bristande självinsikt och konsekvenstänk. Kriminalitet ses ofta som ett symtom på andra sociala problem där tid och resurser utgör ett hinder för att hantera helheten. Studien visar även att socialtjänstens insatser förlorat sin effektivitet. Den professionella yrkesrollen innehar ett stort ansvar där den enskilde behöver balansera ramar och regler med det givna handlingsutrymmet. Tiden för det relationsskapande arbetet är begränsat men har en avgörande betydelse för ett framgångsrikt utfall.

Avslutningsvis visar studien att de nya lagförändringarna uppfattas som splittrande där den repressiva framtoningen kritiseras, medan den nya socialtjänstlagen med fokus på förebyggande arbete välkomnas. Utifrån detta efterfrågar informanterna tydligare direktiv men även nya arbetssätt och stärkt kompentens för att möta målgruppens fortsatta behov och framtidens krav.
