This study examines how the sibling perspective is considered in child welfare investigations conducted by Swedish social services. Guided by Article 12 of the UN Convention on the Rights of the Child, the study takes the position that all children, regardless of whether they are the subject of an investigation, have the right to express their views and be heard. The focus is on how social workers experience and apply sibling inclusion in cases where concerns have been raised about one child but other children in the family may also be affected.

Semi structured interviews were conducted with seven social workers working in child protection units. The data were analyzed using thematic analysis and interpreted through the lens of childhood sociology and Hart’s ladder of participation. The findings reveal that sibling inclusion is often dependent on the nature of the concern. In cases of suspected domestic violence, investigations are usually opened for all children in the household. In more individual oriented cases, such as school absenteeism or mental health issues, siblings are rarely involved.

The participation of siblings is limited and typically not applied systematically. Respondents point to structural barriers such as time constraints, legal requirements for parental consent, and the absence of clear guidelines. Despite these challenges, social workers emphasize that siblings often hold key insights that can support more accurate assessments and preventive interventions.

The study concludes that a stronger and more structured sibling perspective is essential for upholding children's rights, preventing future vulnerability, and ensuring fairer and more holistic decision making in child welfare investigations. 

Denna studie undersöker hur syskonperspektivet beaktas i socialtjänstens barnavårdsutredningar i Sverige. Utgångspunkten är att alla barn, oavsett om de är direkt berörda av en utredning eller inte, har rätt att uttrycka sina åsikter och att bli lyssnade på enligt Barnkonventionens artikel 12. Studiens fokus ligger på socialsekreterares egna erfarenheter av att inkludera syskon, särskilt i ärenden där en orosanmälan rör ett barn men där det finns flera barn i familjen som behöver komma till tals.

Genom semistrukturerade intervjuer med sju socialsekreterare har vi fått inblick i hur arbetet med syskonperspektivet går till i praktiken och vilka hinder som upplevs i vardagen. Materialet har analyserats tematiskt och tolkats med stöd av barndomssociologi och Harts delaktighetsstege. Resultatet visar att syskonperspektivet ofta påverkas av utredningens karaktär. När det finns oro för våld i familjen utreds ofta alla barn, medan syskon sällan inkluderas vid exempelvis skolfrånvaro eller psykisk ohälsa.

Delaktigheten för syskon är begränsad och sker sällan systematiskt. Praktiska och organisatoriska hinder som tidsbrist, samtyckeskrav och otydliga riktlinjer lyfts återkommande. Samtidigt betonar respondenterna att syskon kan besitta viktig information som annars riskerar att missas och att en mer aktiv inkludering av syskon kan bidra till förebyggande arbete och mer rättssäkra beslut.

Studien visar att det behövs bättre strukturer, metodstöd och tydligare styrning för att säkerställa att syskon också ges möjlighet att komma till tals. Syskonperspektivet behöver lyftas som en självklar del i arbetet med barns rättigheter och skydd inom socialtjänsten.
