Friheten att utöva sin religion, antingen ensam eller tillsammans med andra, är en av de grundläggande fri- och rättigheterna i Sverige. Samtidigt finns det indikationer på att hot och hat riktade mot trossamfund är ett växande problem – inte minst som en följd av krig och konflikter i omvärlden. Trossamfund är dessutom ofta sårbara för andra typer av säkerhetsrisker, inklusive oavsiktliga olyckor som bränder. Trots detta är kunskapen kring lokala religiösa församlingarnas utsatthet och sårbarhet för olika risker begränsad i Sverige. Den här studien ingår som en del i regeringsuppdraget "Uppdrag att genomföra insatser för att stärka trossamfunds säkerhet" (A2023/00983) och har tagits fram på uppdrag av Myndigheten för stöd till trossamfund (SST).

Undersökningen kartlägger lokala församlingars utsatthet och sårbarhet för brott och andra risker, samt identifierar konsekvenser av församlingarnas utsatthet. Dessutom utreds hur församlingarna arbetar förebyggande och vilka åtgärder som behöver genomföras för att öka säkerheten och tryggheten bland samfunden och deras medlemmar.

The freedom to practice one's religion, either alone or together with others, is one of the fundamental freedoms and rights in Sweden. At the same time, there are indications that threats and hate directed at religious communities are a growing problem – not least as a consequence of wars and conflicts around the world. Religious communities are also often vulnerable to other types of security risks, including unintentional accidents such as fires. Despite this, knowledge about local religious congregations' exposure and vulnerability to various risks is limited in Sweden. This study is part of the government assignment "Mission to implement measures to strengthen religious communities' security" (A2023/00983) and has been produced on behalf of the Swedish Agency for Support to Faith Communities (SST).

The survey maps local congregations' exposure and vulnerability to crimes and other risks, and identifies consequences of the congregations' vulnerability. In addition, it investigates how congregations work preventively and what measures need to be implemented to increase security and safety among the communities and their members.
