Abstract [en]

The purpose of this study is to deepen the understanding of EU citizens' experiences with their right to free movement under Directive 2004/38/EC, as well as to explore the experiences of their family members from third countries. It focuses on the nature of these experiences, the support available and what is needed to facilitate the process. Directive 2004/38/EC guarantees the right to move and reside freely within the EU; however, there is a conflict between the European Commission's and the Court of Justice of the European Union's perspectives on the directive. The study employes a qualitative method, including focus groups, to gather insights and perspectives from participants of a self-help group on Facebook. The results indicate that participants view the directive as an important tool for family reunification, but face challenges within member states' systems. They express frustration over the lack of knowledge among authorities and legal professionals and therefor call for clearer information and collaboration. This study is relevant to social work and can contribute to a deeper understanding of a vulnerable population.

Abstract [sv]

Studien syftar till att fördjupa förståelsen av unionsmedborgares erfarenheter av sin fria rörlighet enligt direktiv 2004/38/EG och även undersöka upplevelserna hos deras familjemedlemmar från tredjeländer. Den fokuserar på hur dessa erfarenheter ser ut, vilket stöd som erbjuds och vad som behövs för att underlätta processen. Direktiv 2004/38/EG garanterar rätten att fritt röra sig och vistas inom EU men det finns en konflikt mellan Europakommissionens och Europadomstolens syn på direktivet. I studien används kvalitativ metod i form av fokusgrupper, för att samla in perspektiv från deltagare ur en självhjälpsgrupp på Facebook. Resultatet visar att deltagarna ser direktivet som ett viktigt verktyg för familjeåterförening men möter även på utmaningar i medlemsstaters system. De upplever frustration över bristande kunskap hos både myndigheter och advokater och efterfrågar därför tydligare information och samarbete. Studien är relevant för socialt arbete och kan bidra till en djupare förståelse för en utsatt målgrupp.
